SB 375 required ARB to create the RTAC to recommend factors to be considered and methodologies to be used by ARB when setting targets. ARB appointed members to the Committee in January 2009. The Committee met monthly from February through September, including several additional semi-monthly meetings for a total of 14 meetings.
